Joshi) Top News At a time when it is battling charges of being anti-farmer because of the delay in providing a full loan waiver the Maharashtra government has received appreciation for its attempt to prevent suicides and help distressed farmers through its Baliraja Chetana Abhiyan programme The Tata Institute of Social Sciences (TISS) recently conducted a study on the implementation of the Baliraja Chetana Abhiyan (BCA) in Osmanabad district in 2016 to counter distress among farmers The TISS study states that more than 90 per cent of farmers were motivated and appreciated the support provided by the government at an appropriate time under the BCA The report also says that the help provided under BCA directly mitigated the debt burden of over 10000 distressed farmers in Osmanabad district alone who otherwise would have been forced to borrow money and get trapped in the debt cycle once again The Baliraja Chetana Abhiyan (BCA) was introduced in 2015 to tackle increasing farmer suicides in Yavatmal and Osmanabad The implementation of the programme started in 2016 It was aimed at increasing motivation and boosting the morale of distressed farmers in villages to enable them to lead a responsible purposeful and meaningful life Apart from counselling it also provided financial aid to distressed families to start business ventures Farmers are also encouraged to make groups and use their collective negotiation abilities in the market to save themselves from price shocks The project also promoted non-agricultural entrepreneurial activities among farmers to divert farmers from sole dependence on agriculture To encourage such farmers’ groups interest-free loans are provided to selected groups willing and are eligible to take some business ventures To study the impact of this scheme TISS had carried out a sample survey of 10136 distressed families which were receiving the benefits “The beneficiaries were highly satisfied (789%) with Baliraja Chetana Abhiyan However it is too short a period to assess the exact impact of BCA on household income of farmers” the report titled Farmers’ Distress and Impact of Baliraja Chetana Abhiyan in Osmanabad district states The study was conducted by project director Professor Abdul Shaban co-project director Bipin Das and research associate Imteyaz Ahmad According to the study the scheme provided critical support to distressed families during the sowing period The respondents claimed that because of the support the farmers were expecting at least an increase of 25 per cent in their agricultural output “The government needs to promote BCA and persist with it for at least another three years It also needs to involve some independent institution to work out the criteria identification of families under distress and their level of distress” it says Osmanabad was selected as a pilot study because it is a drought-prone area with only 18 per cent of the total cultivated area of the district being irrigated From 2011 to 2016 408 farmer suicides were reported from the district A majority of the farmers who committed suicide in the district were not economically sound with about 435 percent of the suicide-affected farmer families having an annual income of Rs 25000 to 50000 Nearly 784 per cent of these suicides had taken place due to a person being indebted “BCA has been one of the flexible pilot projects by the government which provides enormous flexibility and liberty to district officials and Panchayat members to identify distressed families and distribute loans in cash or kind” the study says For all fate of Russian athletes (Source: Reuters) Top News What was supposed to be a stress-free meeting of the International Olympic Committee turned into something quite different Monday when IOC president Thomas Bach was forced to spend nearly an hour defending the handling of a mushrooming bid scandal and insisting the IOC is doing its best to fight corruption Bach was on defense throughout a news conference held after a meeting of the IOC executive board which earlier in the day said it was asking Brazilian authorities for details involving IOC member Carlos Nuzman Nuzman the organizer of the Rio Games is accused of funneling $2 million to another former IOC member Lamine Diack to secure votes to bring the 2016 Olympics to Rio de Janeiro Last week Brazilian police brought Nuzman in for questioning setting up the awkwardness this week in Peru where the IOC will award the 2024 Olympics to Paris and the 2028 Games to Los Angeles on Wednesday “We have taken action in the case of Mr Diack” Bach said in reference to the former head of track and field whose IOC membership has been stripped “When evidence is provided (in the Nuzman case) we will act But in order to take action you need evidence” Less than two years ago Bach was critical of FIFA which was embroiled in a bidding scandal of its own He urged soccer’s governing body to get its house in order because it could “continue to overshadow the credibility of FIFA and affect all sports organizations for such a long time” At that time Bach started reforming the IOC’s own auditing and ethics operations and on Monday he insisted those changes are well under way But he couldn’t avoid questions about how he could be critical of others when the IOC clearly still has its own issues some two decades after reforms in the wake of a bid scandal that sullied the Salt Lake City Games “Nobody wants to have credibility issues” Bach said “But we have to be realistic No organization in the world is immune to credibility issues We have to face this reality and we have undertaken the reforms and provided ourselves with the instruments to tackle these challenges I hope these will also be respected” Also in the news this week was IOC member Patrick Hickey’s resignation from the executive board a year after being arrested in Brazil in a ticket-scalping investigation And not attending this week’s meetings is IOC member Frankie Fredericks who was previously removed from the committee’s inspection team for Paris and Los Angeles in wake of allegations he was caught up in the vote scandal Fredericks has denied wrongdoing saying a $300000 payment he received from Diack’s son on the day Rio won the vote for 2016 was for legitimate consultancy work Bach also parried questions about doping The IOC is still awaiting conclusions from a pair of committees before determining the fate of Russian athletes for next year’s Winter Games The committees are studying evidence from the McLaren report which documented widespread doping fraud inside the country at the Sochi Games and beforehand Both committees are submitting interim reports this week “and it will be up to them to define the right time to submit the final report” Bach said He’s hoping for more clarity before the World Cup ski season begins later this year And yet the IOC’s handling of the doping issue was a mere subplot to the issue of whether the organization’s bidding process is irreversibly broken Because neither 2024 nor 2028 will be subject to a competitive vote Bach likely has avoided that issue for the time being He called getting Paris and Los Angeles on the Olympic calendar a “golden opportunity” that the IOC simply couldn’t pass up And yet that led to questions about whether the change in strategy was nothing more than a quick fix to remove the voting power from the 94 IOC members’ hands No he said “Just today we adopted even stricter rules for 2026” Bach said of the only remaining Olympics left to be awarded this decade But all the questions Monday circled back to one simple theme: Does the IOC have an image problem “This is not my call to speak of the IOC’s image because it’s in the eyes of everybody” Bach said “Everybody should make their own judgment The only hope I have is that the judgment is made on facts and actions and not so much by perceptions” For all the latest Sports News download at Chennai’s Apollo Hospitals on Monday night "I offer deep condolences on the passing away of Jayalalithaa Wishes of lakhs of her followers will make her immortal" Karunanidhi said The DMK patriarch’s tribute sounds gregarious but for those in the know when it comes to Tamil Nadu politics the two were fierce adversaries; opposing titans in Dravidian politics post the MGR era To revisit their rivalry one would first have to visit their entry into politics which takes root in the Dravidian movement something that still holds good with any political party in Tamil Nadu (Case in point the DMK AIADMK MDMK DMDK) File image of Jayalalitha and Karunanidhi Reuters It all started with the emergence ofa series of non-Brahmin conferences in the then Madras Presidency in the 1900s which gave rise to the Justice Party established in 1916 byDr TM Nair P Theagaraya Chettiar and Dr C Natesa Mudaliar — who also to their credit have roads named after them in Chennai The seeds sown by the Justice Party along with the Self Respect Movement started by EV Periyar took formidable shape in the late 19th century — in 1938 The Indian Express reports the Justice Party and the Self Respect Movement came together to form the Dravida Kazhagam which aimed to serve as an anti-Brahmin anti-Congress and an anti-North Indian outfit This was mainly to counter the Rajagopalachari-led Congress’ move to impose Hindi in the state; DK then launchedthe anti-Hindi agitations of 1937-40 (Hindi is still a thorn in Tamil Nadu’s flesh) Annadurai who became the party’s first general secretary left the DK after he differed with Periyar on India’s independence and formed the Dravida Munnetra Kazhagam (DMK) in 1949 The DMK further split in 1972 when actor-turned-politician MG Ramachandran (MGR) was expelled from the party writes Frontline following differences between him and M Karunanidhi primarily a screenwriter and an orator who served as party president MGR went on to launch theAnna Dravida Munnetra Kazhagam (ADMK) which later took on the prefix of ‘All India’ during the Emergency The AIADMK did split into two factions following MGR’s death one led by the wife Janaki Ramachandran and the other by Jayalalithaa and in 1989 the two factions merged History aside Karunanidhi is known to have built his political career on his oratorical flourishes — his fiery speeches sometimes leave nothing to the imagination or a whole lot they provoke with the pulse of a fiery rhetoric This piece inFountain Ink describes the public craze surrounding Karunanidhi’s poetry “There were times when scores of people would pour out of their homes to hear Karunanidhi’s poetry see MGR and Jayalalithaa” In fact he earned his sobriquet Kalaignar because he spoke "Tamil with a poetic fervour and his skills in oratory and writing were widely appreciated" writes Vaasanthi inCut-outs Caste and Cines Stars It is also known that Karunanidhi born into a poor Isai Vellalar family (members who nurtured arts and music) took pride in being called Kalaignar The Caravan in a splendid profile of him and his family writes that his father "introduced him to the epics oral stories and music" But it was really his work for the Sivaji Ganesan-starrer Parasakthi that catapulted him into fame Adapted from the eponymous play Karunanidhi was signed to write the script Randor Guy writes for The Hindu that "the powerful writing of Karunanidhi the atheistic stance the performance of the unknown newcomer all this and more took the world by storm" Parasakthi not only made Sivaji famous but also Karunanidhi; the latter used films as a medium to spread the party’s ideology which still pays the dividends for DMK His speeches drew crowds and how Sample this poembyKarunanidhi where he describes his body as a sacrifice to Tamil people "if you dash me against the rocks I will break into the flakes of a coconut; you can pick these up and eat them and rejoice" Further out of his great devotion to Tirukkural Karunanidhi even built a monument for Tiruvalluvar Valluvar Kottom in Chennai Contrast this with the late Jayalalithaa who started out as an actress — a glamorous entry that shot her to fame — only to make herself less attractive and grow into a matriarchal role of that as ‘Amma’ Vaasanthi reinforces this view in her biography of Jayalalithaa writing that the latter consciously set out to "de-glamourise her appearance?MMK and PT, ? Meanwhile, He feels dispensable, and Swaraj “soliciting their urgent intervention to ensure the safety of Uzhunnalil”. said it was strange that the minister felt the need to retweet her old tweets.
